Relaid Gear no longer supports Tuning or Retuning, but can be further developed via Modulating.
Modulating requires using a same-tier Legendary Gear with completed tuning to enhance attribute values.
The value increase in a single Modulating operation is only related to the attribute match rate, not the attribute quality.
