The inner treasury had its own restrictions on disbursements, and within the palace, there were favored customs of giving of which the outer court knew nothing. Nowadays, at the year's festivals, both officials' and commoners' households divide out money among their family members and call it "festival provisions." At the New Year or winter festival, they may also allow them to go off to gambling and games. The custom has been followed for so long that no one now inquires where it began.
