The crafting of each Wooden Eagle proceeds in four ordered stages: frame construction, painting and lacquering, lantern installation, and release. Each stage shall be staffed by two rotating shifts, Morning and Evening, working without intermission day and night. The Morning Shift begins at the first quarter of the Mao Hour; the Evening Shift begins at the midpoint of the You Hour. Shift Leads bear full responsibility for their artisans and Canons Lecturers; all must present themselves for roll call at the appointed hour without lapse or omission.
