In the early Song Dynasty, the Huai River was brought under new order by Qiao Weiyue, Transport Commissioner of Huainan. He devised the Double-Gate Lock, a twin-chamber canal system that allowed vessels to rise and fall with controlled water levels, thus allowing river traffic to flow more swiftly and securely than before.
