At the Wishing Tree, you can write your thoughts on a crimson leaf to initiate Bond Seeking, or pick up leaves left by others for Bond Forming. Only players who have initiated Bond Seeking can engage in Bond Forming. Once a Bond is formed, it may develop into a friendship or even a Partnership.
