Within the palace there was an Inner Secretariat Official who oversaw documents. All palace paperwork passed through this office.
The emperor treated this official with considerable respect and at times even granted a seat. This position was not part of the concubine ranks. It also handled the imperial seals and often drafted imperial endorsements on the emperor’s behalf.
Documents issued from this office were transmitted only as far as the Three Departments.
