A fragmentary Tang stele with a dragon head and a tortoise base that honors Governor Li Baochen, who served as a vanguard for An Lushan's rebellion against the Tang dynasty during the An Lushan Rebellion and was his adopted son. Historians often condemn his treachery, dismissing him as "not worth mentioning." Yet according to the surviving inscription, during his governance, he managed the Hutuo River floods, diverted water to alleviate droughts in the Hebei region, suspended taxes, abolished miscellaneous levies, and won the people's affection.
