All classified transmissions require two divisions working in concert.
The first gathers intelligence: the Listener.
The second receives and records: the Scribe.
When the Listener obtains a dispatch, it is sealed into the relay box by mechanism.
When the Scribe hears the signal, the box is opened and the contents retrieved.
Only through both divisions can a message travel its full course.
Should one act alone, the box stays shut and the message goes nowhere.
