When Chai Rong became the emperor, he established the Palace of Annals. Here, heroes from across the land gathered to discuss great matters and formed the Northern Vow. They erected a dragon-head statue with a great sword hanging above it as their symbol. Sixteen heroes joined formally, but an orphan from Yanyun always followed them. Delighted, the emperor called the boy "Lucky Seventeenth." The child then pointed at the statue and called the emperor the "Big Dragon," drawing knowing smiles since the emperor's name, Rong, sounds like "dragon" in Chinese.
