To the people, officials, and soldiers of all ranks,
The sovereign, bearing Heaven's mandate and embodying cosmic compassion, recognizes the people's hardships. From tomorrow, a four-day holiday is granted. All government offices are to spread the word. We shall share in the joy of this peaceful era in concert with the people.
As the respite draws near, Kaifeng Prefecture issues three rules:
First, merchants and owners should understand workers' needs and not skimp on benefits.
Second, wanderers should practice righteousness and not attempt to coerce businesses into operating.
Third, celebrations of dancing and singing are encouraged in neighbourhoods as long as laws are not violated.
